Start++ for Windows 7 test build 2

This is an experimental build of Start++ designed to work properly on Windows 7. It has not been tested extensively and has not been tested on Windows Vista. It is largely the same as the previous 0.8.1 Vista build.

Updated 11/06/2009 - Build 2 addresses three problems:

A window that was supposed to be hidden was showing up in Alt+Tab.
Double-clicking the tray icon didn't always bring the configuration window to the foreground.
Minor UI / layout tweaks for the custom start menu UIs.
